Recently, the "2018 Plan for Deepening the Implementation of the National Intellectual Property Strategy and Accelerating the Construction of an Intellectual Property Power" (hereinafter referred to as the "Promotion Plan") was officially issued, which clarifies six key tasks, 15 key parts, and a total of 109 specific measures, aiming to deepen the implementation of the national intellectual property strategy and accelerate the construction of an intellectual property power. The "Promotion Plan" specifically points out the need to promote the establishment and improvement of intellectual property asset management systems in state-owned enterprises and institutions, providing institutional guarantees for the patenting of scientific and technological achievements and the industrialization of innovative achievements.

The 'Promotion Plan' has made detailed arrangements around deepening reforms in the field of intellectual property, strengthening intellectual property creation, enhancing intellectual property protection, strengthening the use of intellectual property, deepening international exchanges and cooperation in intellectual property, and strengthening organizational implementation and guarantee. The "Promotion Plan" proposes to promote the reform of the intellectual property management system and mechanism, reform and improve major intellectual property policies, promote the issuance of policy documents related to intellectual property evaluation for major economic and technological activities, and deepen the "streamlining administration, delegating powers, and improving services" reform of intellectual property; We need to increase efforts to cultivate high-value intellectual property rights and improve the quality and efficiency of intellectual property review; We need to improve laws, regulations, and rules, strengthen the construction of long-term mechanisms for intellectual property protection, carry out special governance in key areas, and enhance daily supervision and law enforcement; We need to strengthen the transfer and transformation of intellectual property rights, enhance the utilization of intellectual property information, promote the transformation and application of national defense scientific and technological achievements to civilian fields, release the first batch of national defense patent declassification information, and compile and distribute the fourth batch of national defense scientific and technological industrial intellectual property transformation catalog; To strengthen the utilization of intellectual property information, establish and improve the intellectual property information system in the field of national defense science and technology industry, and form a patent technology classification system in the field of national defense science and technology industry; To enhance the level of intellectual property cooperation with foreign countries, strengthen the overseas layout and risk prevention of key industries; We need to strengthen policy formulation and promote implementation, enhance talent cultivation and publicity guidance.
