Recently, the Ministry of Industry and Information Technology issued the Implementation Opinions on the Standardization of Industrial Communication Industry Serving the Construction of the "the Belt and Road" (hereinafter referred to as the Implementation Opinions), requiring China's shipbuilding industry to focus on green ships and smart ship technology, deepen international cooperation, expand development space, and help marine equipment "go global". Experts said that China's shipbuilding industry should, based on its own "the Belt and Road" construction and standardization practice, strengthen the top-level design of standard connectivity, increase standardization exchanges and cooperation with countries along the "the Belt and Road", improve the ability and level of service for the "the Belt and Road" construction, and provide basic security and technical support for the "the Belt and Road" construction.

The Implementation Opinions put forward the main goal of standardization work serving the construction of the "the Belt and Road", that is, by 2020, a new situation of "the Belt and Road" standardization cooperation featuring openness, inclusiveness, connectivity and sharing of achievements will be basically formed, and the compatibility of Chinese standards with international standards and national standards systems will continue to improve, and the brand benefits of Chinese standards will significantly improve. Together with countries along the "the Belt and Road", we have formulated more than 80 international standards, and systematically deployed more than 400 standard development plans in foreign languages; The field of mutual recognition of standards continues to expand, forming a batch of mutual recognition standards; A number of advanced Chinese standards have been applied in the construction of the "the Belt and Road"; The standard system docking and cooperation mechanism with key countries along the "the Belt and Road" has been basically established.

The Implementation Opinions further refined the main contents of standardization cooperation in the key areas of the "the Belt and Road". The Implementation Opinions point out that China's shipbuilding industry should focus on green and intelligent ship technology, deepen practical cooperation between China and Denmark in green maritime technology and shipbuilding, and further expand standardization cooperation with developed European maritime countries; Strengthen regional standardization cooperation with ASEAN countries and Middle Eastern countries, and improve product quality and service levels through the transformation and demonstration application of product and service standards; Further increase participation in international standardization work, accelerate the foreign language version of key standards in the shipbuilding industry, actively align with international standards, and help ship and sea equipment "go global". At the same time, the Implementation Opinions proposed to promote the joint construction of standard connectivity, expand industrial development, encourage industry leaders or backbone enterprises to work together with relevant countries along the "the Belt and Road" to formulate international standards around advantageous fields such as shipbuilding, aerospace, aviation, combined with overseas project implementation and project cooperation; Based on the implementation of the group standard application demonstration project, support industry associations, industry technology alliances and other social organizations with corresponding basic conditions to transform advanced group standards into international standards; We will give full play to the role of industry associations and standardization technology organizations as platforms, deepen the analysis of the "going global" needs of standards for countries along the "the Belt and Road", and organize and form urgently needed foreign language versions of standards to develop project reserve directories around key areas of advantages such as ships, information and communication, and new energy vehicles.

In addition, the Implementation Opinions clarify the task of promoting the "going global" of Chinese standards. The Ministry of Industry and Information Technology will increase its support in the formulation of international standards, the development of foreign language versions of standards, the promotion of overseas application of standards, and the provision of standardized information services.
